New Project = Project Quotation Cover Sheet

is there any way to utilize the "New Project" set up page to function as the Quotation Cover Sheet?

I would recommend you import a page as the first page in your project with your company letterhead, and then add Notes to create a Quote Cover Sheet with all the data you need.
